Just to clarify, you are asking for a way to make the Budget Totaling field exclude Budget lines? You should probably create a custom field for this request.
A "Budget" Job Planning Line is an estimated future cost for the Job.
The "Both Budget and Billable" is treated as a "Budget" Job Planning Line AND a "Billable" Job Planning Line, meaning it is used for both estimating and eventually invoicing for that Job.
I do not recommend using "Both Budget and Billable" unless you are in a Fixed T&M billing agreement with your customer, where they have to see the details of the billing AND the amount cannot change from what was estimated. In any other scenario you are better off with "Budget" Planning Lines.
