We wanted proiduction data in a test company:
1. We successfully created a new company, and were able to login.
2. We copied production data an overwrote the new test company created in Step 1.
3. We ran the script that beginf
if xists (select 1 from INFORMATION_SCHEMA.COLUMNS where TABLE_NAME = 'SY00100') begin
4. We set the company access for sa and a couple of other users to be able to use the new company.
5. We can login to the company, but do not appear to have security rights to do anything, even when logged in as sa.

Well you should always be following the steps in the KB for this process:
872370 Set up a test company that has a copy of live company data by using Microsoft Dynamics GP on MSDE 2000, SQL Server 2005 Express, or SQL Server 2008 Express

As for the issue with copy company I cannot say I have ran into this because I know of other customers that do this and it does work. I would just manually setup security in this or you can try the same process again if you want to get to the bottom of this.
From your live company can you verify that 'sa' is marked as a power user? Have you verified the SQL security for sa in SSMS?
