Your local MS office should be able to guide you to the right person where you can address such a complaint.
Before doing that try talking to your current partner first and try to resolve any tensions/issues that might exist internally first.
That is because complaining at MS and a possible partner change always come with a lot of hassle and potential delays in the project time line.

It depends on the nature of the complaint, and the location. I assume Egypt.
However, within the last few weeks the Gulf region and personnel have moved around, so perhaps start with a call to the customer service desk www.microsoft.com/.../contact.aspx
I suggest first take it up with the partner management formally.
They are fairly autonomous from Microsoft when it comes to services.
