Is it possible to create a query on Azure DevOps to return all the changesets for a particular work item?

It depends on what you mean by "a query". You can see the information via the portal or Visual Studio, or you can use Azure DevOps API.
But if you mean Boards > Queries on the portal, you can do it there, AFAIK. It's for work items only, not changesets.
By the way, since this question isn't about D365FO, you may get better answers in an Azure DevOps forum.

Unfortunately the very first sentence of the documentation page seems to confirm that this can't be used to achieve the goal.
It says: "Work item queries generate lists of work items based on the filter criteria you provide" . You can use it to get a list of work items, but not changesets.

That's again about returning a list of work items, not a list of changesets for a given work items, as Yuji requested.
