picking routes are disable

hello everyone ,

i am working on dynamics ax 2012 R3 version and i m facing the problem in picking routes when i m transfering the order from one warehouse to another . after activate the shipments when i went on picking route then start picking routes and create picking pallet are disabled . only cancel picking route is activated .....   please help me to activate it so i can follow the next process .
