I know that I can close sections (IE AP, Inventory, Financial, etc); however, I want to close ALL sections (including Financial) for all but a hand full of employees each month so I stop seeing surprise journal entries during closing. Can I do this?

Standard GP only allows the control of period closing at the company wide level, not for designated individuals. If this is functionality is needed, you may want to consider working with your GP Partner to explore the option of a DEX based customization within GP for this.
