Is there a process to set up a CI/D pipeline for D365 F&O on-premise version ?

CI isn't related to the the deployment type of production and test sandbox environments, therefore there is no change there. All information about automated builds and CI applies the same way as if your environments are hosted in cloud. For example, look at Dynamics 365 F&O Dev ALM guide.
I'm not involved in on-prem deployments, therefore I'll rather leave this question to someone else. But I recommend that you start with the build pipeline, and add the release pipeline later.

one doubt, are pipelines supported for on premise deployments?
Pipelines just orchestrate things.
If you mean where tasks executed by pipelines can use on-premise resources, the answer is yes.
If you mean whether you can install an agent on on-premise environment (which isn't the same thing as a deployment target)m the answer is yes too.
If you actually mean whether there are tasks specific to on-premises deployments of F&O, I dont know.
