attach a comment to an item and have it default on order entry

HI! My sales manager said a comment used to pop up every time they added an item that needed to have a serial number assigned. I can see the comment set up as a system comment but don't see how to link it to an item or make it "automagically pop up" when the item is entered on an order.

Any direction given would be greatly appreciated.

We use Extender to make "pop ups" like you are talking about.
