Batch Job Not Working And Cannot Modify Workflow Infrastructure with newly created Batch Group

Dear,

In my demo environment batch job is not working. And I cannot change the batch group. It shows disable. 

Please let me know if any of you have encounter the same. Any suggestion.

    jobs are executed by dedicated service, please go to windows services and check if batch service is running.
