How to show all activities of all users for admin user in what's new window?

I don't think this is exposed for customization. BTW, it However, you can enable additional views (say All Accounts) and then can select the All Accounts view to see the post related to all accounts. You can do this for other entities as well.

No, it's not possible
Although probably not supported, the what's new is a web resource, so if you would like you should be able to modify it (however it is at your own risk).
The name of the web resource is msdyn_/PersonalWall.htm.

If my understanding is correct , do you want to show all activities in a window? By any chance you can create web resource fetch the record using fetchXML or web API and show in a custom grid and show it in some ribbon button click or any form.
I am not sure , I never did but you may try if I am not wrong.
