Is the IV40202 Table the right place to find all the UOM's for an item?

That's what I would do.
ok, so I should query the table IV00106 and exclude UMPUROPT =1? Rather than using IV00101 and IV40202 ?

Yes but keep in mind that this table will have ALL of the UOM relationships for all items. In the Item Master (IV00101) is a field that specified the UOM Schedule assigned to the item. Then using this table you can find the possible UOMs that are part of the assigned schedule.
However, some items may be assigned to a UOM schedule that includes inappropriate UOMs. In the table IV00106, a copy of the UOMs is created already tied to each inventory item. In this table is a field called UMPUROPT that is used to restrict the use of selected UOMs. 1 means this UOM is not authorized for use for this item. 2 indicates that only whole numbers are to be used, fractional quantities cannot be ordered. 3 indicates fractional quantities may be ordered.
So, while the table you listed has the definitions of the UOM Schedules, IV00106 has the UOMs assigned to items and you have a way of eliminating any the firm does not want to use.
