I have the following case, for a user at the bottom to create news POs is disabled, this user has the same permission, roles that another user of purchase area in the company. For the other user, the creation of POs is working correctly.

It was not a problem with the license I fixed it creating the user again and that works. The cause is unknowing.

That's a little strange, is the user not licensed for Business Central? Essential or Premium
If the user only has a Team Members license, he does not have permission to create PO.

If it is a purchased environment, please temporarily assign Super permission to the user to see if this problem is resolved. If so, it is still a permission problem.

When I put the mouse in "Novo", the red flag isn't available while the other fields do.
Have you tried to go to "Personalize" from the gear in the upper right corner and clear the personalization for that page?
It is possible that the button can be hidden by mistake.
If that does not work you can try to clear the users browser cache.
