Is that possible to get the segment selected in the Segment tile in Customer Journey when launch a custom workflow so that I no need to create a parameter to select the segment again? Below is my sample customer journey.

Thank you for the question.
We don't provide this capability at the moment. Please add it as a product suggestion in the Dynamics Idea site.
A temporary workaround would be to parse the Customer Journey workflow definition. However, we don't recommend this approach as the workflow structure will likely change in the near future.

Only option that comes to mind is this, haven't used it though - docs.microsoft.com/.../customer-journey-workflow-definition
You would have to retrieve customer journey and then parse workflow definition for segment. If there is a better option you come across let me know.
