Dynamics SL 2015 Licensing

I think this is a simple enough question but I can't find the answer anywhere.

We are a hosting provider, we have a customer that wants to host Dynamics SL 2015 with us.  The customer prefers to buy the license outright. As a hosting provider, I have always been under the impression that Microsoft products cannot be hosted on a shared datacenter infrastructure without either licensing the product via SPLA or leverage License Mobility with SA rights.

My questions are - if the customer purchases these licenses along with at least the "Enhancement Plan" maintenance plan,  does that entitle them to License Mobility rights the same as if it were a product that actually had License Mobility with SA rights? As far as I can tell, Dynamics SL doesn't technically qualify for License Mobility with  SA rights the same as say, Microsoft SQL server.

Can anyone provide a current copy of the Dynamics SL 2015 License Terms? I can't find it anywhere, I have found the 2011 license terms that say that third party hosting of the application is permitted as long as only the licensed organization has access to it.

Short version - Can I host Microsoft Dynamics SL without reporting it via SPLA for a customer if they own the license outright? If so - where can I find official documentation that reflects this?

    Anybody? I opened a ticket with Microsoft Dynamics operations and after a week Microsoft still hasn't been able provide me their own licensing terms for Dynamics SL 2015... how can a customer be expected to license the product properly if Microsoft can't even provide the license terms?

    Butch was kind enough to provide me with a copy of the Dynamics SL 2015 license terms that the Microsoft Dynamics Operations team told me had not even been written yet.

    I have now had a ticket open with the Dynamics Operations team for two full weeks and have gotten zero traction (everything seems to be waiting on the MIA program manager).

    The specific component of the license I need clarification on is below:

    The two bullet points on this portion of the license agreement seem to conflict. On the one hand, license mobility traditionally means that it can be hosted via a third party that is a compliant license mobility partner. However, the next bullet point says that "all such servers and other devices are and remain fully dedicated to your use" which to me means that the only way we could host this application for a customer would be on fully dedicated hardware.

    I hope that someone can either provide clarification on what  these two points mean, or someone from Microsoft is moderating this forum and can help push along my stagnant request for clarification from the Operations team... I'm extremely disappoint that as a Microsoft partner, we can't get an answer to a relatively simple question in a timely manner.
