Campaigns is missing from menu, I remember though it was available at some point.
I can create a new Campaign through Leads -> New -> Source Campaign -> + New Campaign, yet there is no view available though for Campaigns.

At first step please check if you are viewing correct application. Sometimes users can select different application in CRM environment. Different apps have different site navigation.
If you are ensure that you are using the correct app, you need to open your model driven app in edit mode and check site map has that Campaigns entity on the site map.

When you mean no view available, what would be expecting to see? a list of active campaigns?
Either you are using a custom app or a native app, you can always go to Advanced Settings > Apps and select in the app you are currently at and in the three dots > OPEN IN APP DESIGNER.
Check if the Campaign is on the sitemap as well included in the Entity View:
If that doesn't solve, check your security roles.
