Additional costs in transfer Orders

Is there a way to set up additional costs, that will be added to any transfer order?

The case: 

The client wants to treat each location as separate entity. Whenever goods are transferred from one location to another, the price must be raised by a margin to accommodate for the labour of the original location.

    In BC, you can create a purchase invoice with item charge to increase the cost against transfer receipt.

    The other way is to do revaluation journal to change the cost.
