Error during change status of production order to ENDED

Hi Community,

I faced a issue with change the status of production orders to ENDED when one of License plate from x has different status then Available, e.g. BLOCKED.
System throws the following error:

"License plate already contains items with status BLOCKED. It is not possible to register items with status AVAILABLE on the same license plate.
Update has been canceled."
 
When I change status of Blocked Licence plate back to Available I am able to END production order.

Any ideas what is wrong?

    Hi,
     
    License plate already contains items with status BLOCKED.
    Please check the item which is linked to LP and check the Inventory Status = Blocked
    If the item Inventory Status = Blocked please change the Inventory status = Available
     
    This will resolve your problem

    Thank you for back information. This is currently used as workaround. 
    Before Platform upgrade up to 10.0.40 this worked normally. Can any one point what was changed in PU logic?
    Do we have any parameter is system where can be changed restriction?
     
    Let's took one scenarion:
    1. We have produced & RAF 10 pallets with finish goods
    2. On 1pallet status was changed to BLOCKED
    3. 9 pallets has status Avaiable
    4. When we try to change production order status to ENDED we can't post it due to error
