Main Form Ribbon is slow to load on all forms

Some of my users are experiencing slow loading Ribbons, usually takes 10 - 14 seconds for the ribbon to show, this happens in multiple Organisations (Environments) and happens on uncustomised forms.

I've had users run the diagnostics and everything looks good to me:

The ribbon looks like this until it eventually renders:

Hi Mark，

This is a confirmed issue and the its bug item has been created.

Currently, it status is active, so it has not been fixed yet.

For anyone else experiencing this, have your user recreate the issue and check their network traffic via Developer Tools. If you see a request which begins '' and which gets a response of 403 then this is a known issue which introduced last week.

Microsoft are working on a fix but until then there is a work around. You need to assign the read privilege of entity "Post Configuration" to users.

This fixed the issue for my users.
