Which is the best way to send an email to all Contacts when account record is updated? Account and contact have 1 :N relationship?

The UltimateWorkflowToolkit is a very good idea but if you're feeling adventurous and planning on using D365 online, you could try using Microsoft Flow. Flow could set a flag on the Contact record which in-turn fires a workflow to send an email. A bit outside the box but very possible without writing a plug-in.

You can use my UltimateWorkflowToolkit (in footer of my reply) and in particular - Distribute Workflow Step + configure On-Demand workflow for contact.
