Navigation Pane lists for Sales > Customer, toolbar section Modify does not have overflow menu

Navigation Pane lists for Sales > Customer, toolbar section Modify does not have overflow menu, so they are missing the Email Setting option from there. Does anyone know why this would be missing and how I could get it for them? Version GP 2016R2 Thanks
