Someone provided me with the following scenario and question...does anyone have an answer by any chance please?

When an organization orders 100 BC-SaaS licenses (CSP) for a tenant which has 4 country environment in that tenant (e.g. 4 countries with each of them their BC localization per country)

Has that organization then also based on dual use rights the option to deploy these licenses at a (temporary) onprem environment per country? (so cloud and onprem => dual use rights)
If YES, so dual use rights are available with that purchase, how many users can then be assigned to each on prem installation?
