As per blog is shown the user is not being displayed in the list.
I mean in my organization the "X" user is not being listed.
is it because the search only shows the licensed and active user?
also no workflow and business is being owned by "X" user.

are you assigning a workflow owner to a new owner?
if yes
you have to inform the new owner to reactivate the workflow or remember to activate it after assigned.
When i am going through settings
i am getting below warning
i am not able to understand what it is telling.
"This will reassign all records owned by the selected user regardless of state. Microsoft Dynamics 365 deactivates processes when they are reassigned. Before the reassigned processes can be used, the new owner must activate them again. Click OK to continue. Otherwise, click Cancel."

I want to Assign only account records to another user.
is it good idea or a person who was the owner of this record can have activities w.r.t account will get impact.
if it will hamper then what will be the best approach for this.
I am not sure how many entities and records you want to assign, but if the two solutions below are not sufficient, you can always create an advanced find query (select all records were owner = user one), select all the resulting records and click assign and select the new user.

If you want to assign all the records then the above is the best solution, if you want to control what all records to assign or want to assign entity wise then you can use a tool in XRMToolBox "GT Bulk Record assigner".

Go to Settings->Security->User then open the userone record, you will see a button for REASSIGN RECORDS on ribbon.
