SafePay CSV Double Quotes

I am setting up SafePay for a bank that requires a CSV file with now text delimiters, so the file in their format example looks like this

12345678,12345,02252016,24567,IS,

I have only worked with SafePay on Fixed Field, and it appears as though if I use Comma Delimited as the Output Type, I cannot make it happen without SafePay enclosing the values in double-quotes.

I cannot believe this is not possible given all the possible ways a bank may want their Positive Pay upload files to be formatted.  Am I missing something about SafePay setup?  Everywhere I have read so far, it doesn't seem like I missed anything.

Can someone provide guidance?

    I've run in to the same situation before multiple times.  I've gone a couple of routes.  I've gone the route of creating it as a fixed length and hard-coding the commas.  It's tedious but once it's set, there's no other maintenance to it.  I've also done a .bat file that will run and strip out all the quotes from the file after it's been generated.

    Oh well, it seems like this is a limitation that cannot be handled without a workaround.  Seems pretty limiting
