When a user is trying to import excel file he is getting below error
An error has occurred.
Try this action again. If the problem continues, check the Microsoft Dynamics CRM Community for solutions or contact your organization's Microsoft Dynamics CRM Administrator. Finally, you can contact Microsoft Support.
So is this something related to the Security Roles or any other issue?
Any suggestions.

Try downloading the log files. I would recommend doing an export first, update the excel file and then do an import.

Even we have faced the same issue once.
All we did was converted the excel file into a CSV file and tried again importing it.
This time the file was imported without any issue.

It might also be if one or more fields must be having some validations which might be failing .
You may check the import logs to confirm.

That's just a generic error, it could be anything. If there's a button to download the log, hit that and you'll get more information to point you in the right direction. Since you're on prem, you could also turn on tracing to get more info. You can get the trace tool here: crmdiagtool2011.codeplex.com
