req worksheet will not pull over item with safety stock

I got brought into a client project to handle the implementation of the warehouse module.  I have an item set up with a replenishment system of Purchase, a reordering policy of lot-for-lot, and a safety stock quantity of 100.  There is no quantity on hand for this item.  The requisition worksheet will not pull in the item when I calculate the plan unless I create a SKU card for it.  I have never had this happen before.  Does anybody have any idea what I might be missing?  I am not aware of any setup that might be the culprit.  CentralQ insinuates it could be a BC version issue.  It is worth mentioning that this environment has MEM installed.

    For those who come across this post later, I forgot to set the Components at Location field in Manufacturing Setup.
