Hi,
Where exactly i can find the permission in security role for a user to download the error log.

As per my understanding there is no specific permission for download files, it there is will be any error file this button will be enabled by default. To get error details you can enable tracing in your CRM server and check for log files under Trace folder.

Already enabled the trace but the user side error appears once in week for in rare case.
Ok, you can also review event view logs may be you will get some pointer there.
