Upgrade from NAV2016 to BC (saas)

Hi all, I have been asked for discernment regarding the upgrade of NAV2016 (on premisses) to BC (saas).
Im not going to do it, but I would like to hear the opinion of more experienced colleagues. 

We have a lot of modifications in the current system (tables, fields, report).
What is the best practice regarding comparison and preparation of a possible list of changes needed before migration?

Does the process of migrating from NAV16 to BC14 (op) and then to BC (saas) make sense or is there an easier way to do this.

    Hi

    from nav2016 to BC on prem or from NAV2916 to BC Saas, in my opinion the key thing ,when migrating a system to a structurally different version, is knowing all the customizations clearly.

    If you can extrapolate them conceptually from NAV so that you can create individual Apps for custom functionality would be ideal
