Could you let me know what your project portal refers to?
There are 4 default portal types:
As per my understanding, for example,
if your portal is Custom Self-Servie,
we could assign an Admin web role with corresponding website for a contact:
then the contact will have ability to edit/update portal with a dialog menu at upper right place:
