How can we clone System Admin role in D365 F&O - My need is to create a clone of System Admin role and then remove access to HR module. Not sure how it can be achieved.

I wouldn't suggest to provide all roles except the HR related. Some roles do have security policies attached which might cause problems that not all records of e.g. vendors are visible.
I would suggest to create a new role with all duties required for his job. Not only exclude HR related duties, but also check which duties can be excluded to prevent the person from being able to do the full purchase to pay process alone. You can also exclude duties from areas which are not in use by your organization.
Also note that some forms do have some features enabled when the user has system administrator rights. So, you probably would need some small customizations for e.g. the Workflow history form.
Well, start by giving the user all other roles except the HR related. And fine tune it from there.
Thanks a lot of the prompt response Nikolaos Mäenpää .. But my ask is the user is IT Helpdesk person they need to do stuff in the system but we dont want them to access the HR module how we do that?
That's not possible - the System administrator role bypasses all security. You can't clone it to bypass only some things. Instead you must grant your users access to all the things that they need to access.
