Yes and No. The data is mostly there, but an official Bill of Lading report doesn't exist. You can design a report to match a typical Bill of Lading look and feel, but unless you're using a third-party shipping solution you generally don't have the Package level detail of what products are in what boxes, plus dimensions and weight.
I would encourage you take a look at Insight Works Dynamic Ship product, which is a fantastic shipping solution and includes a traditional BOL report.
