Does Dynamics Business Central have a SOX compliance report concerning user permissions?
I don't believe in standard BC we have any such report. You need to check for add-ons. Check the below link

No standard report in BC. You will need to get it customize.
In addition to the other answers, worth also checking out the Trust Center www.microsoft.com/.../SOX for guidance from Microsoft on what they do offer, despite there being no specific reports.
