We are running SL2011 and inside Project/Inquiries Project Task Display and Project Analyzer for Project Net Profit and Task Net Profit is there a way to include/change decimal as part of the report. When you change it to customize mode and put 2 for Decimal Places an error come up saying "System Message 10076 Cannot Change the specified property [decimalplaces]" this is for MTD Amount PTD Amount etc.

At this time the decimals can't be changed. The screen is coded to drop the places past the decimal and round up or down with the conventional method of rounding.
The data is complete however in the database
The Project Detail by Summary IQ020 report in Analyzer will give the same data and you can drill down to the detail.
