Requiring Labor Entry For Production Orders

Hello Community,
 
Is there a way in D365 F&O to require users to input labor within a production order before they move the job into Ended status?   We have had issues with our employees ending jobs without inputting labor and it has become a hassle trying to prevent this from happening only through company policy.  If the system does not allow the user to move a job to Ended status without inputting labor, that would be great.

    I don't recall a parameter that can make time registration mandatory in the production module, but I might be mistaken. I'd say this is a customization.
