new HR & Payroll user has empty employee list

I set up a new HR & Payroll user in GP and their employee list is empty. what am I missing? I have copied another user that works and made them a power user. the workstation is fine. I have logged on as another user at that work station and the employees are there. this is affecting all databases for this user. I can see vendors and checkbooks so it isn't everything missing.

we have the MEM connector for payroll

    I found it!!! Tools > Setup > MEM > company > User Entity. then select the user and the segments the user should have access. This has to be done for each database. I don't remember doing this before so it must have been something our BP had done and not relayed.

    Have you tried just creating a new user and copying everything over again?
