Can't add user to D365 tenant unless it is Global Administrator in O365 Admin Center

Hi

We want to add a user to our Dynamic 365 instance to be used by a third party developer. 

We created the user in O365 Admin Center and gave it license for "Dynamics 365 for Sales Enterprise Edition".

We also expand roles in for the user in O365 Admin Center and give it "Dynamics 365 service administrator".

The user does not appear in Settings -> Security -> Users however. 

The only way that any user appears among D365 users is if it is assigned the "Global Administrator" role in O365 Admin Center which is against security policy. 

Does anyone know how this should be setup to provide administrative access to D365 for a third party developer that doesn't need "Global Administrator" role in O365 Admin Center ?

    Just add them as a regular user in O365 and then give them admin only in the CRM org itself.  That should be all it takes.  If they're not showing after 30 minutes (less, really but give them 30 minutes), open a ticket with Microsoft.  There's no reason from the CRM side to make them an O365 admin.

    Thanks Wayne.

    When we go to Settings -> Security -> Users and select the new user and click on Manage Roles and then enable the System Administrator role, it throws an error.

    When we select the new user and do Promote to Admin it complains that "You do not have sufficient access rights or privileges to perform this action."

    The user that is performing the promotion is a Global Admin in O365 and is also a System Administrator in CRM.

    Any idea what could be wrong?

    What error is it adding when you're adding the System Administrator role, what error are you getting? that's the only step that matters.

    When adding System Administrator role it throws this error:

    Business Management Error

    The user ID associated with the current record is not valid. If you contact support, please provide the technical details.

    Hi

    Actually for the information of anyone running into a similar issue, I would like to go over the solution:

    1. You do not need O365 Global Administrator role for any CRM user

    2. Any O365 Global Administrator can access D365 CRM without license

    3. But what threw us off and caused this issue was that in the D365 CRM Admin Center (accessed in the Admin Centers section of O365 Admin Center), a security group was set. The path to this setting is:

    • O365 Admin Center -> Admin centers -> Dynamics 365 -> (new screen opens to the D365 CRM Admin Center) -> Select the appropriate D365 CRM instance and click on Edit -> here in Security settings an O365 group was selected
    • Any user in this group can have access to D365 CRM and then can be elevated to System Administrator or ....
    • Any user not part of this group is not enabled and cannot be given system admin role in D365 CRM.

    I hope the above clarifies and helps someone else who may run into this problem.
