Has anyone programmed custom hot keys/shortcuts within Business Central?

As an example, in a purchase invoice have a hot key to input a set GL account, item number, description, etc.

Unfortunately, as far as I know there is no easy way. The shortcut key is only used on buttons (actions) and cannot enter data.

Unless you write the code to input data in the action, and then press the shortcut key to execute the action, this should be possible.
