Deduction in Arrears Error

We are on GP2016 with the 2018 Year-End Update.

We use DIA all the time, but occasionally it does not work properly.
Here is the scenario that we just encountered.
WEEK 1: No check, mandatory arrears created an arrears of $16.80
WEEK 2: Short check - only $14.37 was collected. So the arrears should show $16.80 + $16.80 - $14.37 = $19.23
Arrears shows Week 1 Collected $16.80 and Week 2 $19.23 Attempted (which is the $16.80 + 2.43 shortage) and nothing Collected. So the balance is $19.23. So far so good.
WEEK 3: Short check - nothing is Collected on paycheck, a new arrears is created with Attempted of $16.80, but Week 2 arrears shows $16.52 Collected leaving a balance of $2.71. The $16.52 is the same amount as a Garnishment that was collected.
So the logic is not correct when it cannot collect anything on an existing arrears when there are other deductions (or maybe only Garnishments).

Is there any fix for this issue?
