Future orders affecting reorder/restock

We frequently place orders for shipment several months down the road but it seems these orders affect the reorder/restock levels.

Is there a way we can place these orders so they won't affect these levels so we can maintain our stock level in between placement date and ship date?

If you have enough of an item On Order that meets Re-order Point, that works the way RMS is supposed to work

Another option you have for POs is what I call "buy what you sold option" Create a new PO and select Generate based on items sold between ...
