Hi,
You cannot have contact = owner casue contact is of contact type whereas oenser is of user/ team type. Neither you can have a records where owner = null.
As suggested above, to restrict user from saving the form is to make the field mandatory.
If I misunderstood this, could you please share your exact requirement.
Sorry, I mean contact = owner. if different warning will appear and cannot save
you can Make that contact field is required true
Go to Setting > customization > Customize the system > Entities > Go to your entity > fields > open this field and select business required in drop down of field requirement
set business required.
