Hello!
I am in a test system and logged in as sa. I have verified that I am the only user in the system and there are no locks by running the following queries:
SELECT * FROM DYNAMICS..ACTIVITY
SELECT * FROM DYNAMICS..SY00800
SELECT * FROM DYNAMICS..SY00801
SELECT * FROM TEMPDB..DEX_LOCK
SELECT * FROM TEMPDB..DEX_SESSION
I am still getting the message and can't look at any modified forms. Any thoughts on this?

A quick and dirty thing you could do is copy the existing forms dictionary, rename the copy and change the name of the dictionary in the Dynamics.set file. Often it's easier to do this rather than researching the problem if you need to do something in a test system. I'd be inclined just to make it work and continue my test customizations.
You're most likely going to use package files to import/export your changes to production.

I was facing the same issue and was the only user in system. I checked if the forms.dic was read-only but that too was not the case.
However, Web client was also configured in client's environment so when i ended all web client sessions and deleted all processes named 'Microsoft.Dynamics.GP.Web.Services.Runtime.Process' in taskbar, the issue was resolved.
Have you checked the location of your dictionary files in the Dynamics.set launch file? They may point to a shared folder on the network and another instance of GP is using it too...
Thanks but where is this. Is this in Windows or the GP application?
Go to Shared Files and Folder under Computer Management and see if this is a lock on the FORMS.DIC. If so, clear it.
