I've reviewed the roles permission settings and cannot find an obvious setting.

Yes we would need to download the log file to get which privileges is missing.
For example you will get something like this.
prvReadAccount privilege (Id=886b280c-6396-4d56-a0a3-2c1b0a50ceb0)
Please assign Read access to Account Entity
In order to Qualify a Lead in CRM, the user will obviously need at least User level Read/Write/Create permissions on the Account, Opportunity, Contact, and Lead entities.
Additional privileges like read access to Attribute Map, Customization, Entity and Entity Map on the Customizations tab.
Read level privileges for connection entity.
Alternate approach to compare the OOB Sales Person role and compare it with the affected user to get Qualify lead functionality working.
