Can one employee have 2 vendor accounts in different agency

I am wondering if I can do this.

Employee A works for Agency 1 - default agency

Employee A work for Agency 2.

Created in HR that Employee to access expenses in Agency 1 and Agency 2. The next step is to map the Vendor creation in Agency 1 and Agency 2. Can this be done?
