Landed Cost Group ID missing from PO line

We wanted to test landed costs so we created a landed cost for FREIGHT and created the landed cost group ID. When we go to the purchase order entry screen and add a line and then click on the blue arrow on the Purchasing Item Detail Entry screen the Landed Cost Group ID prompt and field is not there? This is not a modified form and I am not aware of any setting that controls this. How do we get that prompt to appear?
