In Business Central SaaS, multiple user IDs for the same person with different SIDs (Azure AD object IDs) usually occur when a user is deleted and re-added in Azure Active Directory—even with the same email—since each new account gets a different object ID. Business Central identifies users by this ID, not just their email, so it treats each as a separate user.
To fix this, remove the outdated user entries and ensure the active user has the correct permissions.
