Transactions not posting to Unbilled

I currently have a project that has hours charged to it that have been posted and allocated.  The unbilled amount appears in the GL Detail but not in Flex billings or on the Unbilled Detail Report.  I have allocated, loaded all billing transactions and made sure everything is posted.

Any ideas on what might be causing this and how to fix it?
