I was trying to install dual write packages such as Dual Write Finance and Extended Solutions and Dual-write Party and Global Address Book Solutions. packages and both of them failed and given this error message
1. Cab file required for importing solution with name msdyn_Dynamics365FinanceExtendedAnchor and publisher name microsoftdynamics.
2. Cab file required for importing solution with name Dynamics365GABParty_Anchor and publisher name microsoftdynamics.

You should install the Application orchestration solution anymore, The document is clearly explains that that module is divided into sub modules and install that in the sequence. please see the answer section i've posted here.

We have ran into the same issue. Installing Customer Insights from trial to production failed and to integrate customer insights into dynamics 365 unified app's it requires the Dual-Write which is failing its update. Note sure if this is exact same issue but could be a different error path. Resulting in error code 2146863614 - Opened a support ticket but the 48 hour response time is for each email is yielding no results for us.

I had to reach out to Microsoft. There were many customers facing this issue. And yes MS has brought up with some of the updates and and it worked. Key point is, we should no longer use the orchestration package, because that big module is split in to multiple solution and that need to install it on sequence, starting from the Finance, HR Common Tables, D365 HR solution and supply chain.
if you had already installed/partially installed the orchestration solution, you may need to uninstall it from the dataverse. Keep in mind, in order to install the D365 Notes solution, you need to open a MS ticket.
