Transfer Requisition Items (RQ.110.03) leaves blank line

When you transfer a requisition to an existing requisition, it leaves a blank line and leaves the req in an open with blank line items and you cannot close it after the transfer because it gives an error that line is blank. 

How do you close these blank, transferred requisitions?
