Partial invoice not sending via email - identify those?

We have an issue where when a document is partially invoiced, it will email the shipping document, but it does not email the invoice. is that standard and is there a way to get the invoice to email to the customer? Is there anyway to see what documents haven't been sent to a customer?

    This is not happen in the standard solution.

    If Custom trigger developed, then share your code.
