Can Dynamics 365 online be accessed by a user if offline mode?  If yes, how? 

What are the differences between being on Prem vs online with Dynamics 365?

    Hi

    On top of what Gautum already suggested,  you can go offline when you use Dynamics CRM Online using the following options. You have not mentioned about whether you want mobile users to be able to go offline or laptop users to be able to go offline so I thought it might be worth mentioning all the options, please see below

    01. You can take advantage of the Mobile Offline Feature

    02. You can use the classic outlook client to go offline

    03.  You can also go offline on RESCO mobile app.

    Yes  , but there is always you will get more advantage using on-line version compare to on-premise version of dynamics 365 considering the DB access limitation.

    Thank you...Is there any big GOTCHA's when going from on prem to online?  For example, when on prem we have full access to make any database changes when needed, online we don't.

    You can access dynamics 365 online  from mobile or tablet offline mode ( without internet ) . Check below reference  -
