MSFT Dynamics SL Business Essentials license

I purchased a program from a business that required me to have this license, and their program was junk.  They are telling me that I still need to pay for this license fee even though I will not be using it and they will be deleting it from my system.  Is there a way to go through MSFT to get a refund for this license, or are they just telling me that to scam me out of money?
